Mid 19th Century English Engine Turned Chess set possible by Merrifield

The engine turned decorated sets are among the finest and rarest of English 19th playing sets.
They would have been very expensive new perhaps only made when commissioned. King 11.5cms

Note number "28" engraved under white king base, not sure what this means, any ideas would be welcome
